12-point action plan actually has 26 points

IMPHAL, January 12: The Wahengbam Nipamacha government, it is now apparent, has concealed several crucial aspects of the Action Plan agreed upon with the Union home minister LK Advani on January 6 last from the public. The Action Plan consists of altogether 26 points, rather than the 12 announced before the media by the authorities, according to reliable sources. According to the sources, under the 'real' Action Plan, the state government has among others given its undertaking that the services of all persons directly recruited in the state government with certain exceptions, since the signing of the 1998 MoU with the Union finance ministry will be terminated within a period of 45 days. The full Action Plan for tackling militancy and improving administration in the state of Manipur consists of altogether 26 points. It may be mentioned that the chief minister Wahengbam Nipamacha, in a press conference held after his return from New Delhi, had told the media that the Action Plan consisted of 12 main points. The 26 points are - issue of notification for CBI inquiry into lotteries scam and fake appointments in the education department; submission of report on inquiries into political-militant nexus, and ex-gratia scandal and police uniforms scandal by February 7, and upon the MHA finding the reports unsatisfactory, state government to issue notification allowing CBI investigation within seven days; - issue of immediate orders placing 11th and 12th MIR under DGP, Manipur for use in CI ops without any interference; - transfer of NSA detenues with more than three months to serve to jails outside the state; - administrative changes in police setup to be implemented within 15 days; - separation of intelligence and security wings of state police; - strict action, including automatic suspension with 24 hours and subsequent dismissal of police personnel who surrender arms without resistance to militants; departmental inquiries into such cases within 90 days; - deployment of 1st MR and 5th MR outside the state in exchange for deployment of two CRPF battalions in Manipur; - strict security plan for access control to state secretariat and other government offices to be put in place within 15.days; - toning up of state prisons administration; - setting up of joint interrogation centres at district headquarters under overall supervision of DIGs/SPs; - preparation of CI Ops plan and its approval by apex security coordination committee within 30 days; - constitution of VIP security review committee within 30 days; - constitution of the Manipur Public Service Commission, MPSC within a period of 30 days; - no-work-no-pay to be strictly followed; - payment of salaries only through cheques; - government to defer till March 31, 2001, encashment of all cheques issued after November 1, 2000; - termination of services of all persons directly recruited since the signing of the MoU with the Union finance ntinistry; exceptions are recruitment to the IRB's, filling up of vacancies in police, jail and fire service departments, appointment of Hindi teachers under CSS, cases under die-in-harness scheme upto Novemher 6, 1999, and recruitment in compliance of High Court orders; - govt. to consider reduction of retirement age of police department employees to 56 years; also of employees of other departments, subject to approval of state Cabinet; - redeployment of 5000 able-bodied surplus staff of Various departments in the police department after proper training in a phased manner within one year; - employees to be made to work at their proper place of posting by applying no-work-no-pay principle; - expenditure commission to be set up, headed by Union finance ministry expert, within 60 days; - govt. to finalise decision on abolition of vacant direct recruit posts within 31 January, 2001; - implementation of MoU with finance ministry to be reviewed simultaneously with review under the Action plan; - necessary action to restore screening of Hindi films/Hindi programmes; - progress of action on above points as well as security scenario to be reviewed each month; - MHA to convene high level meeting with Planning Commission, ministers of finance, information technology, small scale industries, labour, defence etc to draw up action for providing increased employment opportunity to Manipur's youth.
