Assam PSUs incurring heavy losses: CAG

GUWAHATI, March 6 ? The Comptroller and Audited General of India (CAG) has pointed out that the loss suffered by majority of the State public sector undertakings (PSUs) exceeded their paid-up capital. CAG, in its report for the year ended March 31, 2001, which was tabled in the State Assembly yesterday, said that the State has 42 PSUs comprising 38 government companies of which, 10 are non-working companies and 28 are working, and four statutory corporations. The total investment in the working PSUs increased from Rs 3569.17 crore as on March 31, 2000 to Rs 3649.37 crore as on March 31, 2001. The total investment in the non-working PSUs also increased from Rs 80.75 crore to Rs 82.44 crore during the same period.

The CAG report pointed out that none of the 42 PSUs finalised their accounts for the year 2000-2001. The accounts of all the 38 government companies and four statutory corporations were in arrears ranging from one year to 18 years, the report said. The CAG report revealed that according to the latest finalised accounts, three working PSUs earned aggregate profit of Rs 5.09 crore. Against this, 28 working PSUs incurrred aggregate loss of Rs 599.28 crore. Of the loss-incurring working government companies, 10 companies accumulated losses aggregating Rs 114.21 crore, which exceeded their paid-up capital by more than two times. Three loss-incurring statutory corporations had accumulated losses of Rs 2678.55 crore, which exceeded their paid up by 1.75 times.

CAG said that in the Assam State Electricity Board (ASEB) the percentage of transmission and distribution loss to total power available, increased from 38.12 per cent in 1998-99 to 38.80 per cent in 2000-2001. The plant load factor decreased from 19.12 per cent to 18.58 per cent during the same period. The CAG report pointed out that the loss per kilometer of the Assam State Transport Corporation increased from Rs 13.57 in 1998-99 to Rs 17.90 in 2000-2001.
