Centre cannot impose President?s Rule in Arunachal : Apang

ITANAGAR, July 10 ? Beleaguered Arunachal Pradesh Chief Minister Gegong Apang has said the Centre could not impose President?s Rule in the state as there was no constitutional crisis following the dissolution of the state Assembly, reports PTI. ?The Centre cannot impose President?s Rule and if it does so it will go against the spirit and provisions of the Constituition,? Apang, formerly of the Arunachal Congress and who now belongs to the BJP, told PTI.

He was reacting to the UPA government not ruling out imposition of President?s Rule in the state in the face of dramatic political developments. Apang also justified the dissolution of the 60-member state Assembly by Governor V C Pande. ?It is nothing wrong. This is Constitutionally legal. The Governor?s action also cannot be reversed,? he said.

?We don?t want President?s Rule also because Arunachal is an island of peace,? Apang added. Cong demands PR : Meanwhile, stepping up its offensive, the Congress in Arunchal Pradesh has called general strikes on July 13 and 14 to press for immediate recall of Governor Pande, who dissolved the state Assembly, and imposition of President?s Rule in the state to ensure free and fair polls.

Announcing a series of agitations in support of their demands, PCC chief and former chief minister Mukut Mithi said the Governor should be removed within 48 hours. ?The Governor cannot discharge his Constitutional duties because of his illness and should be removed immediately to safeguard the highest institutions as he is the representative of the President,? Mithi told PTI.

Demanding President?s Rule after dissolution of the state Assembly, he said if Apang was allowed to continue as caretaker chief, inquiries into the financial scam against some ministers could not be carried out nor could free and fair elections due shortly be held. He said if the demand for President?s Rule was not accepted, Congress would resort to dharna and even call a bandh. ?An action plan in this regard is being chalked out,? he added.

In reply to a question, he said PCC had apprised AICC general secretary in-charge of the state Oscar Fernadez of the recent political developments. The party has called a 12-hour capital bandh on July 13 followed by a 24-hour statewide bandh on July 14 in support of their demand. The APCC would even go for a ?jail bharo andolan? to get its demands fulfilled if necessary. If the situation demanded the offices of the Chief Minister and the Governor would be gheraoed.
