Imphal, January 20: The KYKL (O) today said that they were constrained to shoot Dr Bedikumar in the leg as the RIMS authority had repeatedly failed to pay up its due "tax" to the outfit and Dr Bedikumar was one of the most prominent personalities who refused to pay the tax. In a statement it said to further the revolutionary cause it imposes a tax on the people and in some cases 1.5 percent of the monthly salary of Government employees are deducted as tax. Under this scheme, the finance department of KYKL (O) had approached RIMS, authority in 1999 and it was decided that instead of 1.5 percent of the salaries the outfit would deduct only 1 percent from the salaries of each RIMS employees monthly. It was also agreed that the due tax would be paid at one go annually. However in 2000 RIMS authority violated the agreement and paid only half of the due tax, said the statement. In 2001 RIMS authority again failed to pay their due tax and after a stern warning and setting June 20 as the deadline, RIMS paid only one fourth of the due tax, said KYKL (O), As RIMS failed to pay the remaining due tax, KYKL (O) took the decision to mete out punishment to Dr Bedikumar. It said no one is above the law enunciated by KYKL (O) and RIMS authority should realize this and pay the due tax. The outfit also reminded all that NHPC Chief Engineer SC Sher was awarded capital punishment on January 12, 2000 for his refusal the pay tax to the outfit. Taking strong exception to the action and agitation initiated by the JAC of RIMS, KYKL (O) said the employees are trying to project the outfit wrongly. The JAC should bear the responsibility for inconveniencing the sick and ailing, it said. It said imposing a one percent tax is pittance and is not something which cannot be borne by the employees of RIMS. The punishment was given after several reminders and warnings had tailed to yield positive results.
