IMPHAL, Nov 22 ? C Upendra Singh Judge (Retd), Chairman of the Commission of Inquiry into the Death of Miss Thangjam Manorama Devi has submitted his report to the Chief Secretary, Manipur govt Jarnail Singh on Monday, an official press release said. As per orders of the Gauhati High court the Inquiry Report or the findings will not be punlished without the approval of the Court, the release said.
The Action is being taken under Section 3 of the Commission of inquiry Act 1952 to obtain approval of the Gauhati high Court for processing the report, the release added. The panel has also informed the matter to the principal seat of the Gauhati High Court through a lawyer.
Bullet riddled body of 32-year old Manorama was found near Laipharok Maring Village in Imphal East in the morning of July 11, 2004 after being picked up (her) by personnel of 17 Assam Rifles on the intervening night of July 10 and 11 from her Bamon Kampu residence in the same district.
Owing to massive public protest against the brutal killing and alleged raping, the ruling Secular Progressive front (SPF) Government led by the chief Minister Okram Ibobi had on July 13 instituted the commission to establish the facts and circumstances leading to the death of Manorama.
Following a verdict of the Guahati High Court, Assam Rifles witnesses were examined in camera at the premises of the Central Jail, Imphal. The probe panel examined altogether 37 witnesses including the victim?s mother and younger brothers, personnel of 17 AR including officers, personnel of the Irilbung Police Station, forensic experts etc.
The Commission and its members have made spot inspection on July 28. Her unnatural death has caused major sparks in the state with a series of agitations spearheaded by the Apunba Lup.
Army authority which has also conducted its course of inquiry into the death has also likely to submit its finding to the authority concerned before the Prime Minister Dr Manmohan Singh?s arrival in the state on Nov. 20, another sources said. The governments at the centre and state would be taking up actions according to the law of the land against those who are found guilty.
Prime Minister Dr Manmohan Singh had already assured the representatives of the Apunba Lup, an amalgam of 32 organizations which had been launching a series of agitation demanding withdrawal of the Armed Forces (Special Powers) Act from the state that the security personnel would be taken up actions according to the law of the land if they are found guilty in the Manorama murder case.
