IMPHAL, April 17: Manipur Human Rights Commission today recommended the booking of ten residents of the boys hostel, DM College of Arts who were involved in ragging Meisnam Romel Meitei in room number 6. The commission asked the DGP of Manipur to do so through OC, Imphal West after seeking a directive from a magistrate under section 155 of CrPC. The commission passed the order after perusal of the report, submitted by the DGP through SDPO, Imphal West in connection with the disappearance case of Romel from the hostel. The report said that an FIR could not be registered as it was not a fit case. As per the report, those ten hostelites were identified as K Asokumar, Md Mustab Ali, K Robindro, Ng Ranjit, Ph Bhabananda, H Binodkumar, N Asokumar, N Angangcha, K Robindro and N Krisnamohan respectively. The report further said that Romel and other inmates of the boys hostel along with its superintendent had gone for a picnic at Kaubru Leikha before the disappearance incident took place. The commission had taken up the case following a complaint filed by Romel's father, M Khamba Meitei. The commission had asked the DGP to submit a report whether an FIR had been taken up about the incident and if so a detail report of the investigation.
