SHILLONG, Dec 25 ? The North Eastern Council (NEC) has undertaken evaluation-cum-impact studies on various projects by specialised agencies primarily to ascertain the effectiveness of the Central fundings, reports PTI.
NEC?s director of evaluation and monitoring R P Kharpuri told reporters here today that since inception, the Council has been formulating and sponsoring various development schemes and infrastructure projects in the region, but ?upon examination, it has been found that its implementations were not efficient and suffered shortcomings.?
The primary objective of commissioning such studies was to ascertain how effective were the investments made in various sectors, he said adding with its outcome, the NEC would be able to take stock of its performances over the years in respect of projects and learn from the shortcomings.
Accordingly, he said, two such types of studies were commissioned, one for evaluating the impact of completed projects and the other for that of ongoing ones. Detailing the areas of concern, the NEC official said despite increasing Central funds, financial conditions of most states in the region deteriorated over the years with majority of resources being used in non-plan expenditure.
The states were ?administratively weak? with little or no system of scientific monitoring of projects.
Stating that 18 completed projects were covered under the study, the NEC official added Indian Institute of Management (Kolkata), Guwahati-based Indian Institute of Entrepreneurship and other private specialised bodies were given the task to carry out the exercise.
