SHILLONG, Aug 24 ? The North Eastern Council (NEC) was considering a series of performers presentation (SOPP) and has started writing to all the constituent states about it, a senior NEC official said today, reports PTI. NEC Secretary Kamal Taori said that the NEC like the Planning Commission 'must always' be on the look out of 'intensive search of performers' and organise their presentation into a series in a 'systematic manner'.
Taori, a former Advisor in the Planning Commission (PC) said the main objective of the SOPP was to give a platform to performers to offer suggestions for betterment and documentation of successful or failed models with reasons and analysis, lessons in weakness of the past, developing a panel of experts and reflection and preparation on lessons from failure.
Taori said he had introduced the same model in the PC where the Advisors were requested to identify the 'performers' who did a 'commendable work' in the areas concerned. The NEC Secretary said apart from the government bodies, voluntary organisations, corporate sectors and academicians would stand to benefit from the performers presentation. The Chief Secretaries of the eight north eastern states would be asked to come here once in a month with their presentation, Taori, said.
The theme of the presentation would revolve around the uniqueness of the acclaimed performers, how it worked or failed, parameter of judging with reference to funding, technology, employment, green environment, marketing sustainability, technology, people's confidence building etc, Taori said. The NEC Secretary underlined the need to redefine the role of a state, bureaucracy, management in educational institutions, private-public partnership, use of information, communication technology, role of federations, panchayati raj institutions, NGOs, youth and women besides the market driven policies in implementing various policies of the government. On a question of non-submission of utilisation certificate and completion certificates by states, Taori favoured computerised mechanism to do away with the problem.
