IMPHAL, March 4: The general secretary of the Manipur State Congress Party (MSCP), Y Mangi Singh, has categorically stated that the former party president W Nipamacha Singh was expelled from the primary membership for a period of six years by a decision of the central executive committee, the highest body of the party, under the provision of the party constitution. The general secretary, in a statement issued here, also said Tombinou Singh was not the party spokesman appointed by the collective decision of the party but was personally appointed by Nipamacha. It said neither had been appointed the party president under the articles mentioned by Tombinou Singh in some press release. No party president has so far been through elections under the party constitution, it clarified. Stating that Tombinou must remember that the founder central executive committee is the party "high command", the statement said party tickets were issued to candidates foe Assembly and Parliamentary elections by the election committee appointed by the central executive committee, and not personally by Nipamacha. The statement further reminded that following his expulsion, Nipamacha has also been declared unattached (independent MLA) by the Assembly Speaker under the 10th schedule.
