IMPHAL, January 7: The 12 point action plan which had been submitted to the Union Home Minister, LK Advani will be translated into action. The approval of the state cabinet will be obtained as some plans involve state's policy matters. This was disclosed by the Chief Minister W Nipamacha while addressing reporters shortly after his arrival here. He and his senior cabinet colleagues had been camping in New Delhi in response to an urgent summon by the Union Home Minister. Nipamacha claimed that the Union Home Minister had highly appreciated the action plan proposed by him, his senior colleagues and high officials. He disclosed that there are some points not published in the press so far. These will be made available to the press only when a cabinet approval is obtained. The Chief Minister said that the misunderstanding between the Union Home Ministry and the Manipur government had been clarified. The Home Minister had assured that development funds will be made available to the state government. He contended that it will be wrong to assume that through this action plan, the centre has intervened in the state administration. He reiterated that the Union Home Minister never gave hints for imposing the President's Rule during his meeting on January 2 and 6. He did not see any harm in making a thorough inquiry into the allegation made by some union home ministry officials that there is a nexus between some ministers and insurgents. After deliberations, the cabinet will recommend to the Union home ministry for CBI inquiry into other matters. He had suggested to the Union Home Minister to make such inquiries time bound. He cited the pending FCS inquiry, which is not concluded even today. The CBI will make inquiry into the fake appointments in the Education Department from 1990 till date. The inquiry has to be completed in one year's time. Apart from no work to pay, the government will enforce policies to give punishment to the slothful employees. An expenditure commission in consolation with the Union home ministry will be set up to check wasteful expenditure. Besides, all financial matters will be streamlined. A high level official team will go to New Delhi on January 19 to chalk out steps for translating these action plans into reality. He said that private cable networks will be forced to telecast all Hindi programmes as in the past. If there is objection no Manipuri or English film will be allowed in these networks. A court of law will have to decide it, he added. He also disclosed that the Union home ministry takes a serious view of the concerted attacks against the Hindi speaking persons in the Northeast states. As such, the government will take speedy steps for the screening of the Hindi films in the cinema halls and private TV channels. On their arrival, the 31 ministers in the camp of the Chief Minister received them at the airport. All the 35 members were present in the present conference.
