Pilingkata incident poised to affect Assam-Meghalaya ties

GUWAHATI, June 9 ? The obstruction put up by the Ri-Bhoi district administration and Meghalaya Police to the survey operations carried out by the Kamrup district administration in Pilingkata area has threatened to embitter the otherwise cordial relations between the Governments of Assam and Meghalaya.

According to Kamrup district administration sources here, one EAC from Ri-Bhoi district held pubic meetings in the localities Pilingkata and Moukhuli of Maidam village on the southern fringe of Guwahati city on June 6. The next day, when the Kamrup District Revenue officials went to the localities for the purpose of record attestation, they were obstructed by the Meghalaya Police personnel and a section of the local people.

Kamrup district administration sources maintained that the revenue map and revenue records of 1885-1996 showed these areas clearly to be the parts of Kamrup district. The Meghalaya Government as well as the Ri Bhoi district administration are also aware of the fact as they have been supplied copies of all such documents, the Kamrup District administration sources said.

In 1996 also, preliminary survey works carried out by the Kamrup District administration in these localities were obstructed by the Meghalaya Police raising a discord over 80 areas of land, resulting in the temporary suspension of the preliminary operation, the sources said. Settlement operations in 74 village under Beltola, Jalukbari and Ulubari Mouzas have also been carried out since July 1988 and these should have been completed by 1998. Obstructions from Ri Bhoi District administration may delay its completion further, the sources said.
