Lack of security stalls downstream project in Manipur

Imphal, May 08: Though announced with much hype under the Prime Minister package at the fag end of 1998, the Loktak Downstream Project is yet to take off. Sources from the National Hydro Electric Project Limited, NHPC said the project is yet to take off because the State Government has failed to provide the required security cover and also because of the wrangling overcompensation for land acquisition. NHPC which is to be spearheading the project had taken an unofficial stand that they would not be able to continue work at the project if the State Government does not provide adequate security cover. This followed the assassination of the NHPC Chief Engineer, Sher Singh. The estimated budget of the project was tentatively set at Rs 680 crores with the index price fixed on the period 1998-99. The estimated generating capacity of the project was set at 90 megawatt. The project was not only to maintain the water level of Loktak Lake but also develop the route along NH-53. Ever since the project was handed over to the NHPC about 100 employees from the Loktak Project were transferred to the Loktak Downstream Project. Works pertaining to location identification and soil testing for tunnel was even started. However, work came to a screeching halt after unidentified gunmen struck at the project. Mention may be made that an agreement was reached that at least five battalions of security personnel would be deployed at the project site. It was also agreed that the Centre would provide two battalions in the first phase. However, as the state government failed to provide the input for housing the security personnel and for maintenance the security personnel did not turn up. NHPC also did not agree with the proposal of the state government to add the maintenance cost to the budget of the project. Meanwhile sources said discussion on the project will be held between representatives of the state government, Union MoS for power and NHPC official at Delhi on May 15.
