GUWAHATI, March 21 ? Coordination and sharing of information with the police forces of the neighbouring States have been intensified following reports of frequent movement of the ultras through these States, said the Director General of Assam Police, Sri H K Deka. Talking to The Assam Tribune, Sri Deka revealed that conferences of the DGs and IGPs of the North-Eastern States are being need for sharing of information about movement of militants, while, district level coordination is also on among the police forces of the bordering districts. The DGP revealed that it is still not known whether the militants have set up permanent bases in the neighbouring States as they have done in the neighbouring States. But at the same time, he said that according to information available, the Kamatapur Liberation Organisation (KLO), an outfit active in North Bengal area, is virtually sustained by the ULFA. He said that the ULFA has given training to the KLO militans and acted as their mentor. As per reports available, the ULFA might even have indulged in a few joint operations with the KLO. He also said that according to intelligence reports, the militants belonging to the ULFA are using the terrorists of Arunachal Pradesh and Garo Hills of Meghalaya as transit routes to visit their bases in the neighbouring countries. ?But we still do not know whether the militants have permanent camps in the neighbouring States,? he added. It may be mentioned here that the issue of presence of ULFA militants in Meghalaya was also raised in the Assembly of the State yesterday.
Though the ULFA and National Democratic Front of Boroland (NDFB) militants are lying low for some time, the DGP is not willing to comment on whether the strength of the outfits diminished or not. He said that the militants have suffered major setbacks in recent months but the increase in the number of encounters proved that there were movements of militants in small groups. He also pointed out that the successful encounters proved that the intelligence inputs have improved. ?But we can not lower our goals as long as the militants continue to operate from their bases in the foreign countries where we cannot do anything,? the DGP admitted. Sri Deka said that all the forces engaged in the counter-insurgency operations have been alerted in view of the apprehension that the militants belonging to the ULFA might try to strike before the raising day of of the outfit on April 7. He said that the forces are fully geared up to prevent any move by the ultras to create disturbance on its raising day.
