Imphal, January 21: An election observer team deputed by the Election Commission of India for the forthcoming elections was forcibly stopped by Army troops this morning at Noney while proceeding towards Tamenglong and made to return to the State capital without any explanation, according to reliable sources in the state elections office. Imphal, January 20: The KYKL (O) today said that they were constrained to shoot Dr Bedikumar in the leg as the RIMS authority had repeatedly failed to pay up its due "tax" to the outfit and Dr Bedikumar was one of the most prominent personalities who refused to pay the tax.
